SHAH ALAM, Aug 6 — Selangor Intelligent Parking (SIP) is being implemented as the state government wants to standardise parking systems to ensure more systematic, consistent management across local councils, said Rantaian Mesra Sdn Bhd chief officer Mohd Ramali Abu Bakar.
“We found that local councils were collecting only 20 to 30 per cent of their potential (parking revenue). With more efficient monitoring through the SIP, we’re sure revenue can be maximised,” he said on Media Selangor’s Bicara Semasa programme aired August 1.
Ramali said his firm will manage the system while concessionaires will manage enforcement operations and the maintenance of carparks, adding that enforcement policies are up to each local council.
Below is how the SIP will help local councils collect parking fees more efficiently:
1. Nine app to pay for parking or goods
SIP has been enhanced with the Nine app, which lets users top up their e-wallet not just to pay for parking, but to buy goods at registered stores.
“If the balance is not used, it can be transferred to a bank account,” Ramali said.
He added that this approach overcomes the issue of “trapped” credit in the previous system.

2. Patrol m-bikes with smart cameras
To improve enforcement efficiency, SIP includes patrol motorcycles fitted with smart cameras.
“This equipment lets patrollers automatically scan a licence plate … and run through the SIP database to reveal (whether payment has been made),” Ramali said.
3. CCTV warnings help drivers avoid compounds
Closed-circuit television (CCTV) cameras can warn drivers who haven’t paid for parking, helping them avoid compounds.
“This step can give users a chance to pay for parking to reduce violations and summonses.
“These CCTVs are equipped with licence plate recognition systems and loudspeakers that can notify drivers,” said Ramali.
He added that this innovation will be used to detect double-parked cars to ensure smoother traffic flow in public spaces.
“With layered parking, these CCTVs can detect licence plates and ask drivers to move their vehicles immediately,” he said.

4. SIP e-coupon agents at the ready
To facilitate parking payment for everyone, the state government has appointed e-coupon agents at strategic locations in each local council involved.
“With these e-coupon agents, those who are less familiar with online applications can pay to agents instead, who will log the payment in the SIP system,” Ramali said.
Previously, Media Selangor said the state is optimistic that parking revenue will grow in the long term thanks to the SIP, though there might be a temporary decline in the early stages.
State executive councillor for local government and tourism Dato’ Ng Suee Lim said the early-stage decline is normal with the introduction of any new system, but the structure is expected to contribute to local councils’ returns.
The three local councils involved in the SIP implementation are the Shah Alam City Council, Subang Jaya City Council, and Selayang Municipal Council, while talks with the Petaling Jaya City Council are ongoing.
