SHAH ALAM, Nov 14 — Selangor will introduce its Dark Fibre Masterplan next year to raise Internet speeds, expand digital accessibility, and generate new revenue for the state government.

Menteri Besar Dato’ Seri Amirudin Shari said an initial RM1 million allocation will be provided to prepare the masterplan, with the initiative expected to see the installation of 889 kilometres of new fibre optic lines across the state.

“The development of a high-speed optical fibre network is projected to cost RM267 million, with an expected return of RM196 million within a five-year period.

“Apart from fiscal benefits, the Selangor Dark Fibre Network will help bridge the digital access gap between urban and rural areas,” he said when tabling the 2026 Selangor Budget in the State Legislative Assembly today.

As part of Selangor’s broader revenue measures, Amirudin said the state received RM33.61 million as of October 2025 from the RM70 million target under the water abstraction charges. 

The funds will be utilised by the Selangor Water Management Authority (Luas) to enhance water quality in line with the state’s commitment to managing natural resources more sustainably.

Under the Zero Discharge Policy, Selangor has collected more than RM35 million this year through Luas. 

Addressing the issue of outstanding land and parcel taxes, the Menteri Besar said the state also acknowledges the National Audit Department's findings on uncollected arrears. From 2026, Selangor will introduce a new system called ABT Tracker to strengthen notifications and tax collection processes. 

He added that the system aims to recover up to RM50 million from accumulated arrears.
