SHAH ALAM, Feb 24 — Selangor recorded the highest number of rape cases in the country between 2015 and 2025, said Home Minister Datuk Seri Saifuddin Nasution Ismail.
In a parliamentary written reply, he said a total of 17,609 rape cases were investigated by the Royal Malaysia Police (PDRM) nationwide during the 11-year period, averaging over four cases a day.
Of that number, he said 7,090 cases resulted in charges.
Selangor recorded the highest number in the list with 3,392 cases and 1,575 brought to court. This was followed by Johor (2,006 cases and 806 charges), Sabah (1,817 cases and 505 charges) and Kedah (1,465 cases and 465 charges).
Perlis had the lowest number, with 275 cases and 116 charges.
Saifuddin said this in response to a question by Kepong MP Lim Lip Eng on the statistic of rape cases by state since 2015.
Lim also wanted to know whether a reinvestigation was conducted in the rape case involving single mother Loh Wai Mun after the charge against the accused was reduced from Section 376 (rape) to Section 354 (outraging modesty) of the Penal Code without the victim’s knowledge.
“For the case involving the victim Loh Wai Mun, PDRM conducted a thorough investigation under Section 376 of the Penal Code as soon as the report was received,” Saifuddin said.
“The decision to amend the charge to Section 354 falls under the jurisdiction and discretion of the attorney-general as public prosecutor, in line with Article 145(3) of the Federal Constitution.
“Such amendments are usually made based on an assessment of the available evidence to ensure a higher probability of conviction in court,” he added.
