PUTRAJAYA, Sept 24 — The Women, Family, and Community Development Ministry (KPWKM) remains firm in its stance that children, regardless of gender, involved in statutory rape should receive protection, guidance, and rehabilitation, rather than simply being punished.
Its minister Datuk Seri Nancy Shukri said that every child deserves the opportunity and space to learn from their mistakes, recover, and rebuild their lives, free from the burden of stigma or long-term trauma.
This should be viewed in the context of a child’s overall development, including emotional, cognitive, social, and other aspects, which help children better understand the consequences of their actions.
"As such, KPWKM’s primary focus in this matter is to prioritise counselling, education, and structured support to ensure the development and well-being of children in the future," she said in a statement today.
Nancy added that the existing legal frameworks and programmes also focus on intervention, protection, and rehabilitation for children in conflict with the law, in line with KPWKM’s position.
"A gradual approach, using different methods such as community-based rehabilitation or through children’s institutions like moral hostels and other rehabilitation facilities, is designed to ensure that children receive proper guidance and support at every stage," she said.
Nancy also stressed that adults bear the primary responsibility for guiding and protecting children, and that any form of exploitation or abuse will be met with strict legal action.
She warned that statements and views from various parties, made without a solid basis, could confuse society regarding the natural development of children, who need guidance and protection.
"This issue cannot be tackled by legal provisions alone. It requires awareness, the strength of family institutions, and community involvement to build character and national identity through collective engagement and solidarity," Nancy said.
She affirmed that KPWKM is committed to continuing its collaboration with all stakeholders to create a safe environment for all children.
"Every child deserves a second chance. The path forward lies not in punishment but in care, guidance, and protection," Nancy said.
