Developments on state-owned land subject to strict rules — MB

SHAH ALAM, July 9 — The construction of properties such as apartments, factories, and shops on government-owned land is carried out in accordance with strict planning regulations and conditions set by the state administration.

Menteri Besar Dato’ Seri Amirudin Shari said development is not permitted on land gazetted for public facilities by the state executive council.

“If the land has been designated for a hospital or school, we won’t allow any other development because its status has been gazetted for a specific purpose,” he said.

“(But) we also consider the possibility of land swapping for specific cases to resolve issues related to squatter settlements or urban settlers.

“We have strictly adhered to the gazettes. If the land is gazetted for a school, only a school will be allowed to be built, and if it is for a hospital, only a hospital is allowed,” he said at the Selangor State Legislative Assembly sitting here today.

Amirudin added that developments must comply with the approved land use category, such as agricultural, commercial, residential, or industrial, taking into account the characteristics of the land to ensure safety.

“A change of status must be made (if need be) — from agricultural to commercial, or from agricultural to industrial — which would require landowners to pay a higher land premium.

“Development in any area requires zoning approval from local authorities. This involves several processes, including the submission of a new local plan, and if the proposed development exceeds 1,000 acres, it must be brought to the National Physical Planning Council.

“For developments under 1,000 acres, the proposal must be presented to the state executive council, chaired by the Menteri Besar,” Amirudin said.
