Speed Selangor Policy to resolve issues surrounding land development

SHAH ALAM, Nov 19 — The newly-announced Speed Selangor Policy can help boost state revenue while also resolving land use and management issues, said Menteri Besar Dato’ Seri Amirudin Shari.

Speaking at the State Legislative Assembly today, he explained that the initiative aims to expedite approval process on land matters for certain development projects.

“During the 2020 budget tabling, we proposed a policy to increase state revenue through the 100-Day Approval Policy, which aims to expedite land use and management processes, particularly for specific development projects. 

“However, the costs associated with implementing this policy are relatively high, as it requires payments of approximately 150 per cent above the current rates during its implementation.

“Policies like Speed Selangor are designed to address this. I believe that by shortening approval timelines, we can adopt more concrete steps to implement development while simultaneously accelerating these processes,” Amirudin said during the oral question session. 

He was responding to Batu Tiga state assemblyman Danial Al-Rashid Haron’s query on the current state of Selangor’s financial performance.

During the 2025 Selangor Budget tabling on Friday (November 15), Amirudin announced the Speed Selangor Policy and a slew of other initiatives to focus on emerging and advanced industries, as well as streamlining processes and facilitating investor entry. 

This includes reducing the approval period for planning permits for industrial areas from the current three-and-a-half months to 14 days, provided the specified criteria are met.

“For fast-track planning permit applications, all local councils will standardise their procedures, and approvals will be issued within seven days. This policy will be implemented by April 2025 at the latest.

“Processes and procedures that can be enhanced through the use of AI technology and automation will be expedited,” he said during the tabling.

Meanwhile, the Industrial Green Lane approach for planned industrial areas will grant a business licence to construction projects that are 80 per cent complete on site within 24 hours after the Certificate of Completion and Compliance is issued.
