SHAH ALAM, Aug 8 — The state government aims to streamline the various processes involving local authorities in Selangor, with the goal of completing the implementation within two years.
State executive councillor for local government Dato’ Ng Suee Lim said this is part of the Selangor Greater Klang Valley (SGKV) initiative, a conurbation of four major cities — Petaling Jaya, Subang Jaya, Shah Alam, and Klang — to ensure a more systematic and standardised management.
The process will begin with the four local authorities involved in the SGKV: the Petaling Jaya City Council, the Subang Jaya City Council, the Shah Alam City Council, and the Klang Royal City Council.
Upon its successful implementation, it will be expanded to the remaining eight local authorities in Selangor.
"Taxpayers have often voiced their concerns regarding issues such as guidelines, which we aim to improve.
"I will ensure that stakeholders and taxpayers are engaged to provide their feedback, raise issues and share opinions on the local authorities' streamlining process,” he said during a press conference at the State Secretariat Building today.
Ng was speaking after chairing the SGKV Development Council Committee meeting on the coordination and streamlining of local authorities' practices.
Among the processes and procedures being considered for streamlining are planning permission, licensing, legislation and enforcement, contractor and supply/tender management, coordination of district boundaries/local authorities, building modification plans, engineering technical handbooks, advanced delivery systems, and implementing sustainable development goals.
The councillor said the committee will also coordinate procedures and checklists for application submissions and licence approvals, and work to strengthen the one-stop-centre system.
Another area of focus pertains to public concerns on the numerous mobile apps rolled out by the respective local authorities, forcing users to install multiple apps for different purposes, including lodging complaints.
Separately, Ng said the committee will prepare a detailed study to enhance capacity and improve efficiency based on local authorities’ digitalisation plans. It also aims to standardise the content of Local Plans and Special Area Plans through the development of the SGKV 2035 Blueprint.
“The implementation of these streamlined plans will be cost-effective, particularly for maintenance operations,” he said.
