Govt imposes anti-dumping duties on Japanese cold-rolled steel

KUALA LUMPUR, Sept 29 — The government has imposed anti-dumping duties on Japanese cold-rolled coils following an investigation started on January 31 based on a petition filed by Mycron Steel CRC Sdn Bhd.

In a statement today, the Investment, Trade and Industry Ministry (Miti) said a final determination had been made to impose anti-dumping duties on cold-rolled coils of alloy or non-alloy steel of a thickness between 0.2 millimetres to 2.6 millimetres and width between 700 millimetres to 1,300 millimetres.

The ministry said the investigation, per the Countervailing and Anti-Dumping Duties Act 1993 and the Countervailing and Anti-Dumping Duties Regulations 1994, excluded tin mill black plate or cold-rolled coils imported for automotive or electric and electronic endusages originating or exported from Japan.

It said a 9.03 per cent duty was imposed on products from the Nippon Steel Corporation, while other manufacturers were slapped with a 22.62 per cent duty.

“The Royal Malaysian Customs Department will enforce the collection of the anti-dumping duties for a period of five years, effective (today) to Sept 28, 2028. The imposition of anti-dumping duties on exports of subject merchandise from Japan is expected to address the unfair trade practices,” said Miti.

Miti said the government excluded duties for the producers and exporters with de minimis dumping margin, which were Daido Steel Co Ltd and JFE Steel Corporation.

“Interested parties such as local producers, importers, foreign producers/exporters and associations related to the investigation can access the non-confidential version of the final determination report by submitting a written request to the Miti,” it said.
