MBPJ ropes in NGOs, RAs for dog-catching ops

SHAH ALAM, April 12 — The Petaling Jaya City Council (MBPJ) will invite representatives of non-governmental organisations (NGO) and residents' associations to participate in the operation to catch stray dogs, so as to guarantee more transparency.

Its corporate communications unit said MPBJ staff conducting the operations will also be required to equip body cameras and keep recordings of the events for their superiors.

"High-risk operations will be carried out in tandem with the police, ensuring further transparency for enforcement operations.

"This is among the recommendations for improving the procedures and methods of catching stray dogs, per the findings of MBPJ's internal investigation committee," it said in a statement.

The council added that it will identify the levels of operational risk, before determining the enforcement methods that will be carried out.

MBPJ's steps come in the wake of an altercation incident between its enforcement officers and a member of the public, during a stray dog-catching operation at Taman Kanagapuram in Section 18, which went viral on March 22.

The member of the public, a senior citizen, was allegedly struck by a dog-catching rod during the operation, after which he filed a police report claiming that he was abused by MBPJ staff.
