SHAH ALAM, July 30 — The Opposition considers the First Selangor Plan (RS-1) as good for its five-year period, following unforeseen circumstances like Covid-19 and floods.

Nonetheless, Sijangkang state assemblyman Datuk Dr Ahmad Yunus Hairi said the more important thing to ensure the plan's success is its implementation process.

"I congratulate the state government for issuing a copy of RS-1, which I consider to be valuable. The question is, how far we can take action once the plan is laid out, that is the important thing.

"In my observation, RS-1 was presented as it is related to the occurrence of crises, not just nationwide but globally that went on to paralyse the economic system, health system, and so on," he said during the debate on RS-1 at the Selangor State Legislative Assembly session yesterday.

Dr Ahmad Yunus added he supports RS-1 on the condition that everything planned is implemented in the best manner possible, for the good of the people and Selangor.

Meanwhile, Gombak Setia state assemblyman Hilman Idham said RS-1 as drafted must be carried out 100 per cent without fail, should the state government intend to achieve its target of a 30 per cent contribution to the country's GDP.

"Based on my calculations, to achieve this 30 per cent mark, Selangor needs to record a growth of a minimum 9.5 per cent annually, by taking into account all other processes and plans which need to be implemented 100 per cent without fail in a five-year period, as presented," he said when discussing the motion.

On Wednesday (July 27), Menteri Besar Dato’ Seri Amirudin Shari presented RS-1 which is Selangor’s five-years development framework, with a total value of RM212.44 billion.

He said a total of RM92.44 billion will be channelled to state-level development projects, including the implementation of several incentives, to ensure the people’s welfare.

Amirudin explained the state government will release RM7.16 billion in funds, whereas the excess RM80 billion in balance will be financed by subsidiaries and the private sector.
