New normal in public service delivery project strengthens E2E system at NRD, MPKj

KUALA LUMPUR, July 18 — The End-to-End (E2E) government service system at the National Registration Department (NRD) and the Kajang Municipal Council (MPKj) will be further strengthened through the New Normal in Public Service Delivery (NBPPA) project this year.

Chief Secretary to the Government Tan Sri Mohd Zuki Ali said the project was aimed at simplifying the affairs of the people and the business community by offering E2E (online) services, thus reducing physical counter visits.

He said the selection of the two agencies was in line with their role as a frontline agency representing the government.

“As NRD and MPKj customers come from various levels of society (G2C) and the business community (G2B), it is important for NRD and MPKj to ensure business process reengineering and change management are practical and appropriate.

“This effort is also in line with the 'S.W.I.F.T' aspiration which I often emphasise to be applied and appreciated by civil servants, which is speed, world-class knowledge, inspirational, and flexible as well as technology-based,” Mohd Zuki said in his speech at the launching of the project at Menara MPKj, in Kajang today.

Commenting further, he said that inspectorate activities through physical and online visits for services listed in both agencies have also been implemented by the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) to assess the level of E2E service delivery.

On the digitalisation of public services, Mohd Zuki informed that the effort showed an encouraging performance and could be further improved.

“This can be seen through the percentage of public sector E2E services which has increased to 68.18 per cent on December 31, 2021, compared to 50.27 per cent on December 31, 2020.

"Overall, the number of public sector services (Federal, States and Local Governments) has increased to 11,430 as of December 31, 2021 compared to 10,772 as of December 31, 2020," he said.
